「Before ~, the state of ... continues.」 ... is a sentence that expresses a negative meaning or an adverse state.
例:
1. 定員「いかがですか。こちらの絵は素晴らしいですよ。」客「うーん。高いものなので、家族と相談してからでないと買うかどうか決められませんね。」
Clerk: "What do you think? This painting is wonderful." Customer: "Hmm. It's expensive, so I can't decide whether to buy it until I discuss it with my family."
2. 運転免許を取ってからでなければ車を運転してはいけない。You must not drive a car until you have obtained a driver's license.
3. 病気が治ってからでなければ激しい運動は無理だ。You can't do vigorous exercise until you've recovered from your illness.
