先生は学生に、毎日復習するように言った。

Politeness is adjusted by the accompanying verb: 言う (neutral), 頼む (ask), 注意する (warn/remind), 指示する (instruct), 依頼する (formal request).
Vないように言う is used to prohibit/remind to avoid; Vてくれるように言う is to ask someone to do something for you.
Use the passive when you want to emphasize the rule/instruction rather than the person who gave it: ～ように言われている。

Often used with rules/regulations: ～するように言われている (already prescribed/requested).
Set it up “in advance”: ～ように言っておく = tell someone in advance.
If the recipient isn't stated, に can be omitted when the context is clear: 必ず報告するように言った。

Using the wrong recipient marker: × 彼を早く来るように言った → ○ 彼に早く来るように言った。
Omitting ように leads to a different direct meaning: × 静かにすると言った → “said that I will be quiet,” not “told (someone) to be quiet.”
Confusing it with ～てください in reported speech addressed to a third party: when conveying a request to a third party, ～ように言う is more natural.
Using an adjective/noun directly is incorrect: × 静かだように言う → ○ 静かにするように言う。
