Meaning 1 (V-た上で): “After ... then ...” emphasizes completion and deliberate preparation before the next action.
Meaning 2 (V-る上で/Nの上で): “When/While ...” or “In terms of ...” states conditions, points to note/difficulties/important matters when carrying out the action.
Different from “上に/上は”: “上で” refers to sequence (Meaning 1) or aspect/condition (Meaning 2), not intensification/affirming determination.

“After” meaning: the preceding clause must be truly completed; not used for unintentional actions or ones without a clear completion boundary.
“When/In terms of” meaning: often co-occurs with words indicating difficulties/conditions such as 注意, 工夫, 問題, 課題, 重要, 必要.

The phrase “~上でのN” is very common in instruction headings: 利用上の注意, 契約上の義務.
With the “after” meaning, it often pairs with evaluation/consideration verbs: 検討する, 相談する, 確認する, 準備する.
For the “in terms of” meaning, it can be replaced by “面で/観点で” in many contexts, but “上で” is more formal.

8. Common mistakes & JLPT traps
Using V-た上で for actions without a clear completion boundary → sounds unnatural.
Confusing “上で” with “上に” (not only... but also). Their functions are completely different.
Omitting “の” in “上でのN”: writing “上でN” is incorrect; it must be “上でのN”.
Using “Nの上で” for a physical location “on top of” → it means “in terms of”, which easily causes misunderstanding.
