Explanation
Used to negate softly: 'it's not..., not necessarily...'
Examples
Not all Japanese people are familiar with Japanese culture.
Having a lot of money doesn't necessarily mean you'll be happy.
It's not that I dislike Japanese food; I just don't make it because I don't know how.
I'm not that busy, but I still work one to two hours of overtime every day.
I'm not saying I don't understand how you feel, but you should also think about your parents' feelings.
Note
1) Easy to confuse with ~ない. → ~わけではない means 'not necessarily/doesn't mean...', a partial negation.2) Often used to qualify a statement. → Example: 全部が悪いわけではない (not everything is bad).3) Not for complete negation. → For a strong negation use ~わけがない/~はずがない.
