「~次第です」is a formal expression used to explain the reason, circumstance, or process that led to an action or result. It is often used in the forms「~た次第です」「~という次第です」, meaning "for that reason..." or "the situation is as follows".

「~うる/える」expresses the meaning「~ことができる」. It is written in kanji as「得る」and can be read both ways, but「うる」is used more often. The negative form is「えない」.

② 今のうちにエネルギー政策を変更しないと、将来重大な問題が起こりうる。

This expression is very similar to「~ことができる」, but while「~ことができる」is used only as a volitional verb,「~うる/える」can also be used as a non-volitional verb.

Example ④ indicates the inference to 「彼は出かけている」 based on the observation 「山田さんの部屋の電気が消えている」. If the listener regards this observation as certain, 「のだ」 will be used.

In short, in this case 「のだろう」expresses the meaning 「の(だ)+だろう」. The pair of expressions 「のかもしれない・のにちがいない」also have a similar semantic relationship.

「~と思われる」is a formal written expression used to present a judgment or inference in an objective manner. In written language, especially in academic papers, 「~と思われる」is generally used rather than 「~と思う」. Another expression with a similar usage is 「~と考えられる」.

I think Andersen's fairy tales were written more for adults than for children.
